中共中央 国(guo)务院(yuan)《关(guan)于全(quan)面加(jia)强新时代大中小学劳动教育的意见》

为构建德(de)智体美(mei)劳(lao)(lao)全(quan)面培养的(de)教育(yu)体系,现就加强(qiang)新(xin)时(shi)代大中(zhong)小学劳(lao)(lao)动(dong)教育(yu)提出如下意见(jian)。

一、充分认识新时代培养社会主义建设者和接班人对加强劳动教育的新要求

(一(yi))重大意义(yi)(yi)。劳(lao)动(dong)(dong)(dong)(dong)教育(yu)(yu)(yu)是中国特(te)色社会(hui)(hui)主义(yi)(yi)教育(yu)(yu)(yu)制度的(de)重要(yao)内(nei)容,直接(jie)决定(ding)(ding)社会(hui)(hui)主义(yi)(yi)建设者和(he)接(jie)班人的(de)劳(lao)动(dong)(dong)(dong)(dong)精神(shen)面(mian)貌(mao)、劳(lao)动(dong)(dong)(dong)(dong)价值取向和(he)劳(lao)动(dong)(dong)(dong)(dong)技能水(shui)平。长期以来(lai),各地区和(he)学校坚持教育(yu)(yu)(yu)与生产劳(lao)动(dong)(dong)(dong)(dong)相结合,在(zai)实践育(yu)(yu)(yu)人方面(mian)取得了(le)一(yi)定(ding)(ding)成效。同时也要(yao)看到,近年(nian)来(lai)一(yi)些青少年(nian)中出(chu)现了(le)不珍惜劳(lao)动(dong)(dong)(dong)(dong)成果、不想劳(lao)动(dong)(dong)(dong)(dong)、不会(hui)(hui)劳(lao)动(dong)(dong)(dong)(dong)的(de)现象(xiang),劳(lao)动(dong)(dong)(dong)(dong)的(de)独特(te)育(yu)(yu)(yu)人价值在(zai)一(yi)定(ding)(ding)程度上被(bei)忽视(shi),劳(lao)动(dong)(dong)(dong)(dong)教育(yu)(yu)(yu)正被(bei)淡化(hua)、弱化(hua)。对此(ci),全党全社会(hui)(hui)必(bi)须高度重视(shi),采取有(you)效措施切(qie)实加强劳(lao)动(dong)(dong)(dong)(dong)教育(yu)(yu)(yu)。

(二)指导(dao)思想。以习近平(ping)新时代中(zhong)(zhong)国特色社(she)会主义思想为指导(dao),全面(mian)贯彻党的(de)(de)教(jiao)育方(fang)针,落(luo)实(shi)(shi)全国教(jiao)育大(da)会精神(shen),坚持立德(de)树人,坚持培(pei)育和践(jian)行社(she)会主义核心价值观(guan),把劳动(dong)教(jiao)育纳入(ru)人才培(pei)养全过程,贯通大(da)中(zhong)(zhong)小学(xue)各(ge)学(xue)段,贯穿家(jia)庭、学(xue)校、社(she)会各(ge)方(fang)面(mian),与德(de)育、智(zhi)育、体(ti)育、美(mei)育相融合(he)(he),紧密结合(he)(he)经(jing)济社(she)会发(fa)展(zhan)变化(hua)和学(xue)生生活实(shi)(shi)际,积极探(tan)索具有中(zhong)(zhong)国特色的(de)(de)劳动(dong)教(jiao)育模式,创新体(ti)制(zhi)机制(zhi),注重教(jiao)育实(shi)(shi)效,实(shi)(shi)现知行合(he)(he)一,促进学(xue)生形成(cheng)正确的(de)(de)世(shi)界观(guan)、人生观(guan)、价值观(guan)。

(三)基本原则

——把(ba)握育(yu)人导(dao)向(xiang)。坚持党(dang)的领导(dao),围绕培养担(dan)当民(min)族复兴大任(ren)的时代新人,着力提升学(xue)(xue)生(sheng)(sheng)综合(he)素质(zhi),促进学(xue)(xue)生(sheng)(sheng)全(quan)面发(fa)展、健康成长。把(ba)准(zhun)劳动(dong)教(jiao)育(yu)价值取向(xiang),引导(dao)学(xue)(xue)生(sheng)(sheng)树(shu)立(li)正确的劳动(dong)观,崇尚劳动(dong)、尊重(zhong)劳动(dong),增强对劳动(dong)人民(min)的感(gan)情,报效(xiao)国家,奉献社会(hui)。

——遵循(xun)教育规律。符合学生年龄特点,以体力劳动为主,注意手(shou)脑并用、安全适(shi)度(du),强化实(shi)(shi)践体验,让学生亲历劳动过程,提升育人实(shi)(shi)效(xiao)性(xing)。

——体(ti)现时(shi)代(dai)特征。适应科(ke)技发展(zhan)和(he)产业变(bian)革,针对劳(lao)动(dong)新(xin)形态,注重新(xin)兴技术支撑(cheng)和(he)社会服务新(xin)变(bian)化。深化产教融(rong)合,改进劳(lao)动(dong)教育方式。强化诚实(shi)合法劳(lao)动(dong)意识,培养科(ke)学精神,提高(gao)创造(zao)性劳(lao)动(dong)能(neng)力。

——强(qiang)化综(zong)合实施。加(jia)强(qiang)政府统筹,拓宽劳动教(jiao)育(yu)途径,整合家(jia)(jia)庭(ting)(ting)、学校(xiao)、社会(hui)(hui)各(ge)方面力(li)量。家(jia)(jia)庭(ting)(ting)劳动教(jiao)育(yu)要日常化,学校(xiao)劳动教(jiao)育(yu)要规范化,社会(hui)(hui)劳动教(jiao)育(yu)要多样(yang)化,形成协同(tong)育(yu)人(ren)格(ge)局。

——坚持因地(di)制(zhi)宜。根据各地(di)区和学校实际,结合(he)当地(di)在自然、经济、文化等(deng)方面条件,充分挖(wa)掘(jue)行(xing)业企业、职业院校等(deng)可利用资源,宜工(gong)则(ze)工(gong)、宜农(nong)则(ze)农(nong),采取多(duo)种方式开展劳动教育,避免“一(yi)刀切”。

二、全面构建体现时代特征的劳动教育体系

(四(si))把(ba)握劳(lao)(lao)动(dong)教(jiao)育(yu)(yu)基本内(nei)涵(han)。劳(lao)(lao)动(dong)教(jiao)育(yu)(yu)是(shi)国民教(jiao)育(yu)(yu)体系的重(zhong)要内(nei)容,是(shi)学生(sheng)(sheng)成长(zhang)的必要途(tu)径,具(ju)有(you)树德(de)、增智(zhi)、强(qiang)体、育(yu)(yu)美的综合育(yu)(yu)人价值(zhi)。实(shi)(shi)施劳(lao)(lao)动(dong)教(jiao)育(yu)(yu)重(zhong)点是(shi)在系统(tong)的文化知识学习之外,有(you)目的、有(you)计(ji)划地组织学生(sheng)(sheng)参加日常生(sheng)(sheng)活(huo)劳(lao)(lao)动(dong)、生(sheng)(sheng)产劳(lao)(lao)动(dong)和服务性劳(lao)(lao)动(dong),让学生(sheng)(sheng)动(dong)手实(shi)(shi)践(jian)、出力流汗,接受锻炼(lian)、磨炼(lian)意志,培(pei)养(yang)学生(sheng)(sheng)正确劳(lao)(lao)动(dong)价值(zhi)观和良好劳(lao)(lao)动(dong)品质。

(五)明确劳(lao)(lao)(lao)(lao)动(dong)(dong)教育总体目标。通过劳(lao)(lao)(lao)(lao)动(dong)(dong)教育,使学(xue)生能够(gou)理解和形(xing)成马克(ke)思(si)主义劳(lao)(lao)(lao)(lao)动(dong)(dong)观,牢(lao)固树立劳(lao)(lao)(lao)(lao)动(dong)(dong)最光荣(rong)、劳(lao)(lao)(lao)(lao)动(dong)(dong)最崇(chong)高、劳(lao)(lao)(lao)(lao)动(dong)(dong)最伟大、劳(lao)(lao)(lao)(lao)动(dong)(dong)最美(mei)丽的(de)观念;体会劳(lao)(lao)(lao)(lao)动(dong)(dong)创(chuang)造美(mei)好(hao)生活,体认(ren)劳(lao)(lao)(lao)(lao)动(dong)(dong)不分贵(gui)贱(jian),热爱劳(lao)(lao)(lao)(lao)动(dong)(dong),尊重普通劳(lao)(lao)(lao)(lao)动(dong)(dong)者,培养勤俭、奋斗(dou)、创(chuang)新、奉献的(de)劳(lao)(lao)(lao)(lao)动(dong)(dong)精神;具备满足生存发(fa)展需要(yao)的(de)基(ji)本(ben)劳(lao)(lao)(lao)(lao)动(dong)(dong)能力,形(xing)成良好(hao)劳(lao)(lao)(lao)(lao)动(dong)(dong)习惯。

(六)设(she)置劳(lao)动教育(yu)课(ke)(ke)程。整体(ti)(ti)优化学(xue)校(xiao)课(ke)(ke)程设(she)置,将劳(lao)动教育(yu)纳入中小学(xue)国家课(ke)(ke)程方(fang)案和职业院(yuan)校(xiao)、普(pu)通高等(deng)学(xue)校(xiao)人(ren)才培养(yang)方(fang)案,形成具有综合性(xing)、实践(jian)性(xing)、开(kai)放性(xing)、针对性(xing)的劳(lao)动教育(yu)课(ke)(ke)程体(ti)(ti)系。

根据各学(xue)段(duan)特点(dian),在大(da)中(zhong)小(xiao)学(xue)设立(li)劳(lao)(lao)动教(jiao)育(yu)(yu)必修课(ke)(ke)程,系统加强劳(lao)(lao)动教(jiao)育(yu)(yu)。中(zhong)小(xiao)学(xue)劳(lao)(lao)动教(jiao)育(yu)(yu)课(ke)(ke)每周(zhou)不(bu)少(shao)(shao)于(yu)1课(ke)(ke)时(shi)(shi),学(xue)校(xiao)要(yao)对学(xue)生每天课(ke)(ke)外校(xiao)外劳(lao)(lao)动时(shi)(shi)间作出规定。职业(ye)院校(xiao)以实习实训(xun)课(ke)(ke)为(wei)主(zhu)要(yao)载体开展劳(lao)(lao)动教(jiao)育(yu)(yu),其(qi)中(zhong)劳(lao)(lao)动精(jing)神、劳(lao)(lao)模精(jing)神、工匠精(jing)神专(zhuan)题教(jiao)育(yu)(yu)不(bu)少(shao)(shao)于(yu)16学(xue)时(shi)(shi)。普通高等学(xue)校(xiao)要(yao)明确(que)劳(lao)(lao)动教(jiao)育(yu)(yu)主(zhu)要(yao)依托(tuo)课(ke)(ke)程,其(qi)中(zhong)本科阶段(duan)不(bu)少(shao)(shao)于(yu)32学(xue)时(shi)(shi)。除劳(lao)(lao)动教(jiao)育(yu)(yu)必修课(ke)(ke)程外,其(qi)他课(ke)(ke)程结(jie)合学(xue)科、专(zhuan)业(ye)特点(dian),有机融入劳(lao)(lao)动教(jiao)育(yu)(yu)内(nei)(nei)容。大(da)中(zhong)小(xiao)学(xue)每学(xue)年(nian)设立(li)劳(lao)(lao)动周(zhou),可在学(xue)年(nian)内(nei)(nei)或寒暑(shu)假自主(zhu)安(an)排,以集(ji)体劳(lao)(lao)动为(wei)主(zhu)。高等学(xue)校(xiao)也可安(an)排劳(lao)(lao)动月,集(ji)中(zhong)落实各学(xue)年(nian)劳(lao)(lao)动周(zhou)要(yao)求。

根据(ju)需要编写劳动实践指(zhi)导手(shou)册,明确教(jiao)学目(mu)标、活动设计(ji)、工(gong)具使用、考(kao)核评价、安全保护等劳动教(jiao)育(yu)要求。

(七)确(que)定劳(lao)(lao)(lao)动(dong)(dong)教(jiao)育内容要(yao)求。根据教(jiao)育目标(biao),针(zhen)对不同学段、类型(xing)学生特(te)点,以日(ri)常(chang)生活劳(lao)(lao)(lao)动(dong)(dong)、生产(chan)劳(lao)(lao)(lao)动(dong)(dong)和服务性劳(lao)(lao)(lao)动(dong)(dong)为主要(yao)内容开(kai)展劳(lao)(lao)(lao)动(dong)(dong)教(jiao)育。结合产(chan)业新业态、劳(lao)(lao)(lao)动(dong)(dong)新形态,注重选择(ze)新型(xing)服务性劳(lao)(lao)(lao)动(dong)(dong)的内容。

小学(xue)(xue)(xue)低年级要注(zhu)(zhu)重围绕(rao)劳(lao)动(dong)(dong)意(yi)识(shi)(shi)的(de)(de)启蒙,让学(xue)(xue)(xue)生(sheng)(sheng)学(xue)(xue)(xue)习(xi)(xi)日常(chang)生(sheng)(sheng)活自理(li),感(gan)(gan)知(zhi)劳(lao)动(dong)(dong)乐(le)趣(qu),知(zhi)道人(ren)(ren)(ren)人(ren)(ren)(ren)都要劳(lao)动(dong)(dong)。小学(xue)(xue)(xue)中高(gao)(gao)年级要注(zhu)(zhu)重围绕(rao)卫(wei)生(sheng)(sheng)、劳(lao)动(dong)(dong)习(xi)(xi)惯养成,让学(xue)(xue)(xue)生(sheng)(sheng)做好个人(ren)(ren)(ren)清洁卫(wei)生(sheng)(sheng),主动(dong)(dong)分担家务(wu),适当(dang)参加(jia)(jia)校内外公益劳(lao)动(dong)(dong),学(xue)(xue)(xue)会与他人(ren)(ren)(ren)合作劳(lao)动(dong)(dong),体会到劳(lao)动(dong)(dong)光荣。初(chu)中要注(zhu)(zhu)重围绕(rao)增(zeng)加(jia)(jia)劳(lao)动(dong)(dong)知(zhi)识(shi)(shi)、技(ji)能(neng),加(jia)(jia)强(qiang)家政学(xue)(xue)(xue)习(xi)(xi),开展社(she)(she)区服(fu)务(wu),适当(dang)参加(jia)(jia)生(sheng)(sheng)产劳(lao)动(dong)(dong),使(shi)学(xue)(xue)(xue)生(sheng)(sheng)初(chu)步养成认真负(fu)责、吃(chi)苦(ku)耐劳(lao)的(de)(de)品质和(he)(he)职(zhi)业(ye)(ye)意(yi)识(shi)(shi)。普通(tong)高(gao)(gao)中要注(zhu)(zhu)重围绕(rao)丰富职(zhi)业(ye)(ye)体验(yan),开展服(fu)务(wu)性劳(lao)动(dong)(dong)、参加(jia)(jia)生(sheng)(sheng)产劳(lao)动(dong)(dong),使(shi)学(xue)(xue)(xue)生(sheng)(sheng)熟练掌(zhang)握一定劳(lao)动(dong)(dong)技(ji)能(neng),理(li)解(jie)(jie)劳(lao)动(dong)(dong)创(chuang)(chuang)造价值,具(ju)有(you)劳(lao)动(dong)(dong)自立(li)意(yi)识(shi)(shi)和(he)(he)主动(dong)(dong)服(fu)务(wu)他人(ren)(ren)(ren)、服(fu)务(wu)社(she)(she)会的(de)(de)情怀(huai)。中等(deng)职(zhi)业(ye)(ye)学(xue)(xue)(xue)校重点是结合专业(ye)(ye)人(ren)(ren)(ren)才培养,增(zeng)强(qiang)学(xue)(xue)(xue)生(sheng)(sheng)职(zhi)业(ye)(ye)荣誉感(gan)(gan),提(ti)高(gao)(gao)职(zhi)业(ye)(ye)技(ji)能(neng)水平,培育学(xue)(xue)(xue)生(sheng)(sheng)精益求(qiu)精的(de)(de)工匠精神(shen)和(he)(he)爱岗(gang)敬业(ye)(ye)的(de)(de)劳(lao)动(dong)(dong)态度。高(gao)(gao)等(deng)学(xue)(xue)(xue)校要注(zhu)(zhu)重围绕(rao)创(chuang)(chuang)新(xin)(xin)创(chuang)(chuang)业(ye)(ye),结合学(xue)(xue)(xue)科和(he)(he)专业(ye)(ye)积(ji)(ji)极开展实(shi)习(xi)(xi)实(shi)训(xun)、专业(ye)(ye)服(fu)务(wu)、社(she)(she)会实(shi)践、勤工助学(xue)(xue)(xue)等(deng),重视新(xin)(xin)知(zhi)识(shi)(shi)、新(xin)(xin)技(ji)术(shu)、新(xin)(xin)工艺、新(xin)(xin)方法(fa)应用,创(chuang)(chuang)造性地(di)解(jie)(jie)决实(shi)际问题,使(shi)学(xue)(xue)(xue)生(sheng)(sheng)增(zeng)强(qiang)诚实(shi)劳(lao)动(dong)(dong)意(yi)识(shi)(shi),积(ji)(ji)累职(zhi)业(ye)(ye)经(jing)验(yan),提(ti)升就业(ye)(ye)创(chuang)(chuang)业(ye)(ye)能(neng)力,树立(li)正(zheng)确择业(ye)(ye)观,具(ju)有(you)到艰苦(ku)地(di)区和(he)(he)行业(ye)(ye)工作的(de)(de)奋斗(dou)精神(shen),懂(dong)得空谈误国(guo)、实(shi)干(gan)兴邦的(de)(de)深刻道理(li);注(zhu)(zhu)重培育公共服(fu)务(wu)意(yi)识(shi)(shi),使(shi)学(xue)(xue)(xue)生(sheng)(sheng)具(ju)有(you)面对(dui)重大疫情、灾害等(deng)危机主动(dong)(dong)作为的(de)(de)奉献精神(shen)。

(八)健(jian)全劳(lao)(lao)(lao)动(dong)素养(yang)评(ping)(ping)价(jia)制度(du)。将劳(lao)(lao)(lao)动(dong)素养(yang)纳(na)入学(xue)生综合素质评(ping)(ping)价(jia)体(ti)系(xi),制定评(ping)(ping)价(jia)标(biao)准,建(jian)立激励(li)机制,组(zu)织(zhi)开展劳(lao)(lao)(lao)动(dong)技能和劳(lao)(lao)(lao)动(dong)成果展示、劳(lao)(lao)(lao)动(dong)竞赛等活动(dong),全面(mian)客观记录(lu)课内外(wai)劳(lao)(lao)(lao)动(dong)过(guo)程和结(jie)果,加(jia)强实际劳(lao)(lao)(lao)动(dong)技能和价(jia)值体(ti)认(ren)情况的(de)(de)考(kao)核(he)。建(jian)立公示、审核(he)制度(du),确保记录(lu)真实可(ke)靠。把(ba)劳(lao)(lao)(lao)动(dong)素养(yang)评(ping)(ping)价(jia)结(jie)果作为衡量学(xue)生全面(mian)发展情况的(de)(de)重要(yao)(yao)内容,作为评(ping)(ping)优评(ping)(ping)先的(de)(de)重要(yao)(yao)参考(kao)和毕(bi)业依据(ju)(ju),作为高一级学(xue)校录(lu)取的(de)(de)重要(yao)(yao)参考(kao)或依据(ju)(ju)。

三、广泛开展劳动教育实践活动

(九)家(jia)(jia)庭(ting)要(yao)(yao)发挥在(zai)劳(lao)动(dong)(dong)(dong)教育中(zhong)的(de)基(ji)础作(zuo)用。注重(zhong)抓住衣食住行等(deng)日(ri)常(chang)生(sheng)(sheng)活(huo)(huo)中(zhong)的(de)劳(lao)动(dong)(dong)(dong)实践机(ji)会(hui)(hui)(hui),鼓励(li)孩(hai)子自(zi)觉参与(yu)、自(zi)己动(dong)(dong)(dong)手,随时(shi)随地、坚(jian)持不懈进行劳(lao)动(dong)(dong)(dong),掌握洗衣做饭等(deng)必要(yao)(yao)的(de)家(jia)(jia)务(wu)劳(lao)动(dong)(dong)(dong)技(ji)能(neng),每年有针对性(xing)地学(xue)(xue)会(hui)(hui)(hui)1至(zhi)2项生(sheng)(sheng)活(huo)(huo)技(ji)能(neng)。鼓励(li)学(xue)(xue)校(xiao)(家(jia)(jia)委会(hui)(hui)(hui))和社(she)区(qu)等(deng)组织(zhi)开展学(xue)(xue)生(sheng)(sheng)生(sheng)(sheng)活(huo)(huo)技(ji)能(neng)展示活(huo)(huo)动(dong)(dong)(dong)。学(xue)(xue)生(sheng)(sheng)参加(jia)家(jia)(jia)务(wu)劳(lao)动(dong)(dong)(dong)和掌握生(sheng)(sheng)活(huo)(huo)技(ji)能(neng)的(de)情(qing)况(kuang)要(yao)(yao)按年度记(ji)入学(xue)(xue)生(sheng)(sheng)综合素(su)质档案(an)。鼓励(li)孩(hai)子利用节假日(ri)参加(jia)各种(zhong)社(she)会(hui)(hui)(hui)劳(lao)动(dong)(dong)(dong)。家(jia)(jia)庭(ting)要(yao)(yao)树(shu)立崇尚劳(lao)动(dong)(dong)(dong)的(de)良好家(jia)(jia)风,家(jia)(jia)长要(yao)(yao)通过日(ri)常(chang)生(sheng)(sheng)活(huo)(huo)的(de)言(yan)传身(shen)教、潜移默化,让孩(hai)子养成从(cong)小爱劳(lao)动(dong)(dong)(dong)的(de)好习惯。

(十(shi))学(xue)(xue)(xue)校(xiao)(xiao)(xiao)要发(fa)挥(hui)在(zai)劳(lao)(lao)动(dong)(dong)(dong)(dong)教育中(zhong)(zhong)的(de)(de)主(zhu)导作用(yong)。学(xue)(xue)(xue)校(xiao)(xiao)(xiao)要切实(shi)(shi)承担劳(lao)(lao)动(dong)(dong)(dong)(dong)教育主(zhu)体(ti)(ti)责任(ren),明确实(shi)(shi)施(shi)机构和(he)人员,开齐开足劳(lao)(lao)动(dong)(dong)(dong)(dong)教育课程,不得挤占、挪用(yong)劳(lao)(lao)动(dong)(dong)(dong)(dong)实(shi)(shi)践时(shi)间。明确学(xue)(xue)(xue)校(xiao)(xiao)(xiao)劳(lao)(lao)动(dong)(dong)(dong)(dong)教育要求(qiu),着重引导学(xue)(xue)(xue)生(sheng)形成马克思主(zhu)义劳(lao)(lao)动(dong)(dong)(dong)(dong)观(guan),系统学(xue)(xue)(xue)习(xi)掌握必要的(de)(de)劳(lao)(lao)动(dong)(dong)(dong)(dong)技能。根据学(xue)(xue)(xue)生(sheng)身体(ti)(ti)发(fa)育情况,科学(xue)(xue)(xue)设计课内外(wai)劳(lao)(lao)动(dong)(dong)(dong)(dong)项目,采取灵活多(duo)样形式(shi)(shi),激发(fa)学(xue)(xue)(xue)生(sheng)劳(lao)(lao)动(dong)(dong)(dong)(dong)的(de)(de)内在(zai)需求(qiu)和(he)动(dong)(dong)(dong)(dong)力。统筹安排课内外(wai)时(shi)间,可(ke)采用(yong)集中(zhong)(zhong)与(yu)分(fen)散(san)相结(jie)合的(de)(de)方(fang)式(shi)(shi)。组(zu)织实(shi)(shi)施(shi)好(hao)劳(lao)(lao)动(dong)(dong)(dong)(dong)周(zhou),小(xiao)学(xue)(xue)(xue)低中(zhong)(zhong)年(nian)级以(yi)校(xiao)(xiao)(xiao)园(yuan)劳(lao)(lao)动(dong)(dong)(dong)(dong)为主(zhu),小(xiao)学(xue)(xue)(xue)高年(nian)级和(he)中(zhong)(zhong)学(xue)(xue)(xue)可(ke)适当走(zou)(zou)向(xiang)社会、参与(yu)集中(zhong)(zhong)劳(lao)(lao)动(dong)(dong)(dong)(dong),高等学(xue)(xue)(xue)校(xiao)(xiao)(xiao)要组(zu)织学(xue)(xue)(xue)生(sheng)走(zou)(zou)向(xiang)社会、以(yi)校(xiao)(xiao)(xiao)外(wai)劳(lao)(lao)动(dong)(dong)(dong)(dong)锻炼为主(zhu)。

(十一)社会(hui)(hui)要(yao)(yao)发挥(hui)在劳动(dong)(dong)教(jiao)育中的支持作用。充分利(li)(li)用社会(hui)(hui)各(ge)方(fang)面资源,为(wei)劳动(dong)(dong)教(jiao)育提供必(bi)要(yao)(yao)保障。各(ge)级政府部(bu)门(men)要(yao)(yao)积极(ji)协调和引导(dao)企业公司、工(gong)(gong)厂(chang)农(nong)场等组(zu)织(zhi)履行社会(hui)(hui)责(ze)任,开放(fang)实践(jian)场所(suo),支持学校组(zu)织(zhi)学生参加力所(suo)能及的生产劳动(dong)(dong)、参与新型服(fu)务性劳动(dong)(dong),使学生与普通劳动(dong)(dong)者一起经历劳动(dong)(dong)过程(cheng)。鼓励高新企业为(wei)学生体验现代科技条件(jian)下(xia)劳动(dong)(dong)实践(jian)新形(xing)态、新方(fang)式提供支持。工(gong)(gong)会(hui)(hui)、共(gong)(gong)青团、妇联等群团组(zu)织(zhi)以及各(ge)类公益基金会(hui)(hui)、社会(hui)(hui)福(fu)利(li)(li)组(zu)织(zhi)要(yao)(yao)组(zu)织(zhi)动(dong)(dong)员相关力量、搭(da)建(jian)活动(dong)(dong)平台,共(gong)(gong)同支持学生深入城乡社区、福(fu)利(li)(li)院和公共(gong)(gong)场所(suo)等参加志愿服(fu)务,开展(zhan)公益劳动(dong)(dong),参与社区治理(li)。

四、着力提升劳动教育支撑保障能力

(十二)多(duo)渠道拓(tuo)展实(shi)(shi)践(jian)(jian)(jian)场(chang)(chang)所(suo)。大力(li)拓(tuo)展实(shi)(shi)践(jian)(jian)(jian)场(chang)(chang)所(suo),满足(zu)各级各类学(xue)(xue)校(xiao)(xiao)多(duo)样(yang)化劳(lao)动(dong)(dong)实(shi)(shi)践(jian)(jian)(jian)需求(qiu)。充(chong)分利用现(xian)有综(zong)合实(shi)(shi)践(jian)(jian)(jian)基(ji)地(di)(di)、青少年校(xiao)(xiao)外活动(dong)(dong)场(chang)(chang)所(suo)、职业(ye)院校(xiao)(xiao)和(he)普通高等学(xue)(xue)校(xiao)(xiao)劳(lao)动(dong)(dong)实(shi)(shi)践(jian)(jian)(jian)场(chang)(chang)所(suo),建(jian)立健全(quan)开放共享(xiang)机制。农村(cun)地(di)(di)区(qu)可安排相(xiang)应(ying)土(tu)地(di)(di)、山林、草场(chang)(chang)等作为学(xue)(xue)农实(shi)(shi)践(jian)(jian)(jian)基(ji)地(di)(di),城镇地(di)(di)区(qu)可确认一批企事业(ye)单(dan)位和(he)社会(hui)机构,作为学(xue)(xue)生参(can)加(jia)生产劳(lao)动(dong)(dong)、服(fu)务(wu)性劳(lao)动(dong)(dong)的(de)实(shi)(shi)践(jian)(jian)(jian)场(chang)(chang)所(suo)。建(jian)立以县(xian)为主、政府(fu)统筹规划(hua)配(pei)置中小学(xue)(xue)(含中等职业(ye)学(xue)(xue)校(xiao)(xiao))劳(lao)动(dong)(dong)教育(yu)资源的(de)机制。进一步(bu)完(wan)善(shan)学(xue)(xue)校(xiao)(xiao)建(jian)设(she)标准,学(xue)(xue)校(xiao)(xiao)逐步(bu)建(jian)好配(pei)齐劳(lao)动(dong)(dong)实(shi)(shi)践(jian)(jian)(jian)教室、实(shi)(shi)训基(ji)地(di)(di)。高等学(xue)(xue)校(xiao)(xiao)要充(chong)分发挥自身专业(ye)优势和(he)服(fu)务(wu)社会(hui)功能,建(jian)立相(xiang)对(dui)稳定的(de)实(shi)(shi)习和(he)劳(lao)动(dong)(dong)实(shi)(shi)践(jian)(jian)(jian)基(ji)地(di)(di)。

(十三)多举措(cuo)加(jia)强(qiang)(qiang)人才队伍建设。采取多种措(cuo)施,建立(li)(li)专(zhuan)(zhuan)兼(jian)职相结合的(de)劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育师(shi)(shi)资队伍。根据学(xue)校(xiao)劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育需要,为学(xue)校(xiao)配备必要的(de)专(zhuan)(zhuan)任教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)。高(gao)等学(xue)校(xiao)要加(jia)强(qiang)(qiang)劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育师(shi)(shi)资培养,有条件(jian)的(de)师(shi)(shi)范院(yuan)校(xiao)开设劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育相关专(zhuan)(zhuan)业(ye)。设立(li)(li)劳(lao)(lao)(lao)(lao)模(mo)工(gong)(gong)作(zuo)(zuo)室(shi)、技(ji)能大师(shi)(shi)工(gong)(gong)作(zuo)(zuo)室(shi)、荣誉(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)岗位等,聘请相关行业(ye)专(zhuan)(zhuan)业(ye)人士担(dan)任劳(lao)(lao)(lao)(lao)动(dong)(dong)实(shi)践指导教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)。把劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育纳入教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)培训内容,开展(zhan)全(quan)员(yuan)培训,强(qiang)(qiang)化每(mei)位教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)的(de)劳(lao)(lao)(lao)(lao)动(dong)(dong)意识、劳(lao)(lao)(lao)(lao)动(dong)(dong)观念,提(ti)升(sheng)实(shi)施劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育的(de)自觉性,对承担(dan)劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育课程的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)进(jin)行专(zhuan)(zhuan)项培训,提(ti)高(gao)劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育专(zhuan)(zhuan)业(ye)化水平。建立(li)(li)健全(quan)劳(lao)(lao)(lao)(lao)动(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)工(gong)(gong)作(zuo)(zuo)考(kao)核(he)体系,分(fen)类完善评价(jia)标准。

(十四)健全经费(fei)投入机制(zhi)。各地区要统筹(chou)中(zhong)央补(bu)助资金和(he)自有财力(li),多种形式筹(chou)措资金,加快(kuai)建设校(xiao)(xiao)内劳(lao)动教(jiao)育场所和(he)校(xiao)(xiao)外劳(lao)动教(jiao)育实践基地,加强学(xue)(xue)校(xiao)(xiao)劳(lao)动教(jiao)育设施标准化建设,建立学(xue)(xue)校(xiao)(xiao)劳(lao)动教(jiao)育器材(cai)、耗材(cai)补(bu)充机制(zhi)。学(xue)(xue)校(xiao)(xiao)可按照规定(ding)统筹(chou)安排公用经费(fei)等资金开(kai)展劳(lao)动教(jiao)育。可采取政府(fu)购买服务方(fang)式,吸引社(she)会力(li)量提(ti)供劳(lao)动教(jiao)育服务。

(十五)多(duo)方面强(qiang)化(hua)安全(quan)(quan)保障。各(ge)地区(qu)要建(jian)立(li)政(zheng)(zheng)府负责、社会协同、有关部(bu)门共同参与(yu)的(de)安全(quan)(quan)管控(kong)机制(zhi)。建(jian)立(li)政(zheng)(zheng)府、学校、家庭、社会共同参与(yu)的(de)劳(lao)(lao)动(dong)教(jiao)育风险分散机制(zhi),鼓励购买劳(lao)(lao)动(dong)教(jiao)育相关保险,保障劳(lao)(lao)动(dong)教(jiao)育正常开(kai)展(zhan)。各(ge)学校要加强(qiang)对(dui)师(shi)生的(de)劳(lao)(lao)动(dong)安全(quan)(quan)教(jiao)育,强(qiang)化(hua)劳(lao)(lao)动(dong)风险意识,建(jian)立(li)健全(quan)(quan)安全(quan)(quan)教(jiao)育与(yu)管理并重的(de)劳(lao)(lao)动(dong)安全(quan)(quan)保障体系。科学评估(gu)劳(lao)(lao)动(dong)实践(jian)活动(dong)的(de)安全(quan)(quan)风险,认(ren)真排查、清除学生劳(lao)(lao)动(dong)实践(jian)中的(de)各(ge)种隐患(huan)(huan)特(te)别是辐(fu)射、疾病传(chuan)染(ran)等(deng),在(zai)场(chang)所设施选(xuan)择(ze)、材料选(xuan)用、工具(ju)设备和防护用品使用、活动(dong)流程等(deng)方面制(zhi)定安全(quan)(quan)、科学的(de)操作规范,强(qiang)化(hua)对(dui)劳(lao)(lao)动(dong)过(guo)程每个岗位的(de)管理,明确各(ge)方责任(ren),防患(huan)(huan)于(yu)未然。制(zhi)定劳(lao)(lao)动(dong)实践(jian)活动(dong)风险防控(kong)预案,完善应急与(yu)事故(gu)处理机制(zhi)。

五、切实加强劳动教育的组织实施

(十六)加(jia)强(qiang)组织领导。在党委统(tong)一领导下,各级(ji)(ji)政(zheng)府(fu)要把劳(lao)(lao)(lao)动(dong)教育(yu)摆上重要议事日程(cheng),出台相(xiang)关政(zheng)策措施(shi),切实(shi)(shi)解决劳(lao)(lao)(lao)动(dong)教育(yu)实(shi)(shi)施(shi)过(guo)程(cheng)中的(de)重大问题,做好督(du)促落实(shi)(shi)。省级(ji)(ji)政(zheng)府(fu)要加(jia)强(qiang)劳(lao)(lao)(lao)动(dong)教育(yu)工作的(de)统(tong)筹协(xie)调(diao),明(ming)确市地级(ji)(ji)、县级(ji)(ji)政(zheng)府(fu)及有关部门(men)加(jia)强(qiang)劳(lao)(lao)(lao)动(dong)教育(yu)的(de)职责,推动(dong)建(jian)立全面(mian)实(shi)(shi)施(shi)劳(lao)(lao)(lao)动(dong)教育(yu)的(de)长(zhang)效机制。

(十(shi)七)强化督导(dao)检查。把劳(lao)动教育(yu)纳入(ru)教育(yu)督导(dao)体系,完(wan)善督导(dao)办法。对地方(fang)各(ge)级政府和(he)(he)有关(guan)部(bu)门(men)保障(zhang)劳(lao)动教育(yu)情(qing)况以及(ji)学(xue)校(xiao)组织实施劳(lao)动教育(yu)情(qing)况进行督导(dao),督导(dao)结果向社会公开,同时作为衡量区域教育(yu)质(zhi)量和(he)(he)水平的重要指标(biao),作为对被(bei)督导(dao)部(bu)门(men)和(he)(he)学(xue)校(xiao)及(ji)其主要负责人(ren)考核奖惩(cheng)的依据。开展劳(lao)动教育(yu)质(zhi)量监测,强化反馈和(he)(he)指导(dao)。

(十八)加(jia)强宣(xuan)传(chuan)引导。引导家长树立正确劳(lao)(lao)(lao)动(dong)(dong)(dong)观念,支(zhi)持(chi)配合(he)学校开(kai)展劳(lao)(lao)(lao)动(dong)(dong)(dong)教(jiao)(jiao)育(yu)。加(jia)强劳(lao)(lao)(lao)动(dong)(dong)(dong)教(jiao)(jiao)育(yu)科学研究,宣(xuan)传(chuan)推广劳(lao)(lao)(lao)动(dong)(dong)(dong)教(jiao)(jiao)育(yu)典(dian)型(xing)经验。积极宣(xuan)传(chuan)企事(shi)业单(dan)位和(he)社(she)(she)会机(ji)构(gou)提(ti)供劳(lao)(lao)(lao)动(dong)(dong)(dong)教(jiao)(jiao)育(yu)服务(wu)的(de)(de)先进事(shi)迹。注重挖掘在抗疫救灾(zai)等重大(da)事(shi)件中涌现出来的(de)(de)典(dian)型(xing)人物和(he)事(shi)迹,大(da)力宣(xuan)传(chuan)不畏艰难、百折不挠、敢于担(dan)当(dang)的(de)(de)高(gao)尚(shang)品格。鼓励和(he)支(zhi)持(chi)创作更(geng)多(duo)以歌颂(song)普通劳(lao)(lao)(lao)动(dong)(dong)(dong)者(zhe)为主(zhu)题的(de)(de)优秀作品,大(da)力宣(xuan)传(chuan)辛勤劳(lao)(lao)(lao)动(dong)(dong)(dong)、诚实劳(lao)(lao)(lao)动(dong)(dong)(dong)、创造性劳(lao)(lao)(lao)动(dong)(dong)(dong)的(de)(de)典(dian)型(xing)人物和(he)事(shi)迹,弘(hong)扬劳(lao)(lao)(lao)动(dong)(dong)(dong)光荣、创造伟大(da)的(de)(de)主(zhu)旋律,旗帜鲜明地反对一切(qie)不劳(lao)(lao)(lao)而获、贪图享乐、崇尚(shang)暴富的(de)(de)错误观念,营造全社(she)(she)会关心和(he)支(zhi)持(chi)劳(lao)(lao)(lao)动(dong)(dong)(dong)教(jiao)(jiao)育(yu)的(de)(de)良好氛围(wei)。
