县(xian)(xian)域普(pu)通高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)(县(xian)(xian)、县(xian)(xian)级市举(ju)办(ban)的(de)(de)普(pu)通高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)(zhong),以下简称县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong))在(zai)推进(jin)教育(yu)高(gao)(gao)质(zhi)量发(fa)展(zhan)和乡村(cun)振兴战略中(zhong)(zhong)(zhong)(zhong)(zhong)承(cheng)担着重要使命(ming),寄托着广大(da)农村(cun)学生对接受更好教育(yu)的(de)(de)美(mei)好期盼。党的(de)(de)十八大(da)以来,国(guo)家实(shi)施高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)阶段教育(yu)普(pu)及攻坚计划,县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)办(ban)学资源得到显著扩大(da)。但是(shi),一些地(di)方县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)发(fa)展(zhan)还存在(zai)生源和教师流失比较严重、基础(chu)条(tiao)件相对薄弱、教育(yu)质(zhi)量有待提(ti)高(gao)(gao)等突出(chu)问题。按照党中(zhong)(zhong)(zhong)(zhong)(zhong)央、国(guo)务(wu)院关(guan)于加(jia)强(qiang)县(xian)(xian)域高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)建(jian)设的(de)(de)决(jue)策部署,为整体提(ti)升县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)(zhong)办(ban)学水平,更好适应(ying)高(gao)(gao)考综(zong)合改革和普(pu)通高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)育(yu)人方式(shi)改革,现决(jue)定实(shi)施“十四五”县(xian)(xian)域普(pu)通高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)发(fa)展(zhan)提(ti)升行动计划。
一、总体要求
(一)指导思(si)想。以习近(jin)平(ping)新时(shi)代中国特(te)色社(she)会主义思(si)想为指导,深入贯彻党(dang)的十九届五中全会精神(shen),积极服务国家(jia)乡村(cun)振兴(xing)(xing)和人(ren)才发展战略,全面(mian)贯彻党(dang)的教(jiao)(jiao)(jiao)育方针,围绕建设高(gao)质量教(jiao)(jiao)(jiao)育体系(xi),健全县中发展提升保(bao)障机(ji)制,全面(mian)提高(gao)县中教(jiao)(jiao)(jiao)育质量,促进县中与城区普通高(gao)中协(xie)调发展,加快缩(suo)小教(jiao)(jiao)(jiao)育差距,办好(hao)人(ren)民满意的教(jiao)(jiao)(jiao)育,为实现(xian)教(jiao)(jiao)(jiao)育现(xian)代化、建成教(jiao)(jiao)(jiao)育强国奠定基(ji)础,着(zhe)力培养(yang)能够担当(dang)民族复兴(xing)(xing)大任的时(shi)代新人(ren)。
(二)基本原则
——坚(jian)持源(yuan)(yuan)头治理。规范普通(tong)高中招生秩序,稳定县(xian)中优(you)质生源(yuan)(yuan),吸引(yin)优(you)秀(xiu)人才在县(xian)中长期(qi)任教(jiao),激(ji)发县(xian)中办(ban)学活力,促进(jin)县(xian)中持续健(jian)康发展。
——强化政(zheng)府(fu)责任。坚持(chi)高中(zhong)教育资源配(pei)置向县(xian)中(zhong)倾斜(xie),健(jian)全县(xian)中(zhong)发(fa)展提升(sheng)保障机制,加快改善县(xian)中(zhong)办学条(tiao)件(jian),着力补(bu)齐(qi)县(xian)中(zhong)条(tiao)件(jian)短板。
——促进协调发(fa)展。统筹谋划(hua)市(shi)域(yu)内(nei)县中(zhong)和城(cheng)区普(pu)通(tong)高中(zhong)发(fa)展,积极扩大县中(zhong)优(you)质教育资源(yuan),加快缩小市(shi)域(yu)内(nei)普(pu)通(tong)高中(zhong)办学差距。
——深化教学改革(ge)。积极构建(jian)德智体(ti)美劳全面(mian)培养的教育体(ti)系(xi),健(jian)全立(li)德树人落(luo)实机制,提高(gao)县中(zhong)新课程新教材实施水平(ping),全面(mian)发展素质教育。
(三)主要目(mu)标(biao)。到(dao)(dao)2025年,县(xian)(xian)中(zhong)整(zheng)体办(ban)学水平(ping)显(xian)著提升,市域内(nei)县(xian)(xian)中(zhong)和(he)城(cheng)区(qu)普通(tong)高中(zhong)协调发(fa)展(zhan)机制(zhi)基本健全,统(tong)筹普通(tong)高中(zhong)教(jiao)(jiao)育(yu)和(he)中(zhong)等职(zhi)业(ye)教(jiao)(jiao)育(yu)发(fa)展(zhan),推动全国高中(zhong)阶段(duan)教(jiao)(jiao)育(yu)毛入学率(lv)达到(dao)(dao)92%以上。公民办(ban)普通(tong)高中(zhong)招(zhao)生全面规范,县(xian)(xian)中(zhong)生源流(liu)失现象得到(dao)(dao)根本扭转(zhuan);教(jiao)(jiao)师补充激(ji)励机制(zhi)基本健全,县(xian)(xian)中(zhong)校长(zhang)和(he)教(jiao)(jiao)师队(dui)伍建(jian)设(she)明显(xian)加(jia)强(qiang);教(jiao)(jiao)育(yu)经费(fei)投入机制(zhi)基本健全,县(xian)(xian)中(zhong)办(ban)学经费(fei)得到(dao)(dao)切(qie)实保障;薄弱县(xian)(xian)中(zhong)办(ban)学条件基本改(gai)善,学校建(jian)设(she)基本实现标(biao)准(zhun)化;教(jiao)(jiao)育(yu)教(jiao)(jiao)学改(gai)革(ge)进一步深化,县(xian)(xian)中(zhong)教(jiao)(jiao)育(yu)质量显(xian)著提高。
二、重点任务
(四)深化招(zhao)生(sheng)(sheng)管理改革。全(quan)面推进基于初中(zhong)学业水平考试(shi)成绩、结(jie)合综(zong)合素质评(ping)价考试(shi)招(zhao)生(sheng)(sheng)录取模式,着力构建规范有序和监督有力的招(zhao)生(sheng)(sheng)机制,坚决(jue)杜绝(jue)违(wei)规跨区域掐尖招(zhao)生(sheng)(sheng),防(fang)止县(xian)中(zhong)生(sheng)(sheng)源过度流失,维(wei)护良好(hao)教育(yu)生(sheng)(sheng)态。
(五)加强(qiang)教(jiao)(jiao)师(shi)(shi)队(dui)伍(wu)建(jian)设。提升(sheng)校长教(jiao)(jiao)师(shi)(shi)管理(li)水平,促进优(you)秀人才合(he)理(li)流(liu)动(dong),防止县(xian)中(zhong)优(you)秀人才流(liu)失;加大县(xian)中(zhong)教(jiao)(jiao)师(shi)(shi)补充(chong)(chong)力(li)(li)度,优(you)化(hua)教(jiao)(jiao)师(shi)(shi)资源配(pei)置,加强(qiang)教(jiao)(jiao)师(shi)(shi)培训(xun),保障教(jiao)(jiao)师(shi)(shi)待(dai)遇,努力(li)(li)建(jian)设一支数量充(chong)(chong)足、结构(gou)合(he)理(li)、素质优(you)良(liang)、相对稳定(ding)的县(xian)中(zhong)教(jiao)(jiao)师(shi)(shi)队(dui)伍(wu)。
(六)改(gai)善(shan)(shan)办(ban)学(xue)薄(bo)弱环(huan)节。加强(qiang)县(xian)中标准化(hua)(hua)(hua)建设(she),全(quan)面化(hua)(hua)(hua)解大班额,有效控制大规模(mo)学(xue)校(xiao);加强(qiang)学(xue)科(ke)教室、创新实(shi)验室、实(shi)验设(she)备与信息化(hua)(hua)(hua)教学(xue)条件建设(she);加强(qiang)学(xue)校(xiao)文化(hua)(hua)(hua)建设(she),改(gai)善(shan)(shan)学(xue)校(xiao)食宿卫生等生活条件,创造良好育人环(huan)境(jing)。
(七)提高(gao)教(jiao)育教(jiao)学(xue)质(zhi)量。深化课程教(jiao)学(xue)改(gai)革,大(da)力(li)推进优秀教(jiao)学(xue)成(cheng)(cheng)果应(ying)用,完善(shan)选课走班、综(zong)合素质(zhi)评价和学(xue)生发展(zhan)指(zhi)导(dao),充分利用农业(ye)农村(cun)资源,加强劳动教(jiao)育和综(zong)合实践活动,形成(cheng)(cheng)具有鲜明县(xian)域特色的普通高(gao)中育人模(mo)式。
三、主要措施
(八)加强普(pu)通高(gao)中(zhong)(zhong)(zhong)招(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li)。强化(hua)招(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li)省级(ji)(ji)统筹责任、地(di)市主体责任、县级(ji)(ji)落(luo)实(shi)责任,全(quan)面落(luo)实(shi)公民办普(pu)通高(gao)中(zhong)(zhong)(zhong)同步招(zhao)生(sheng)(sheng)(sheng)(sheng)和属地(di)招(zhao)生(sheng)(sheng)(sheng)(sheng)政策,完(wan)善优质普(pu)通高(gao)中(zhong)(zhong)(zhong)指标到校(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)办法,规(gui)范特(te)殊类型招(zhao)生(sheng)(sheng)(sheng)(sheng),促(cu)进(jin)县中(zhong)(zhong)(zhong)多样化(hua)有特(te)色发展。各地(di)要全(quan)面建立地(di)市级(ji)(ji)高(gao)中(zhong)(zhong)(zhong)阶段学校(xiao)统一(yi)招(zhao)生(sheng)(sheng)(sheng)(sheng)录(lu)取(qu)网络平台(tai),鼓(gu)励有条件的地(di)方建立省级(ji)(ji)统一(yi)招(zhao)生(sheng)(sheng)(sheng)(sheng)录(lu)取(qu)网络平台(tai),加强招(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作监管,对(dui)违(wei)规(gui)招(zhao)生(sheng)(sheng)(sheng)(sheng)行为加大查处力度。高(gao)校(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)有关专项计(ji)划继续对(dui)基(ji)础教育薄弱(ruo)地(di)区予以支(zhi)持。
(九)健全教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)补(bu)充激(ji)励机制(zhi)。各地(di)要严格(ge)落实(shi)中(zhong)(zhong)央关(guan)(guan)于(yu)中(zhong)(zhong)小学(xue)教(jiao)(jiao)(jiao)(jiao)职(zhi)工编制(zhi)标准和统筹管(guan)理相(xiang)关(guan)(guan)规定(ding)(ding)(ding),依照条件标准及时补(bu)充县(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi),优化教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)配备,着力解决县(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)总量不(bu)足(zu)和结构性缺(que)员(yuan)问题。教(jiao)(jiao)(jiao)(jiao)育行政部门不(bu)得挤(ji)占县(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)职(zhi)工编制(zhi)或长期借用(yong)县(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi),严禁公办学(xue)校教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)在民(min)办学(xue)校任教(jiao)(jiao)(jiao)(jiao),并于(yu)2022年(nian)秋季(ji)开学(xue)前完成(cheng)整改。严格(ge)按照国家有关(guan)(guan)规定(ding)(ding)(ding)和程序办理教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)流动手(shou)续(xu),严禁发达地(di)区(qu)、城区(qu)学(xue)校到薄(bo)弱地(di)区(qu)、县(xian)中(zhong)(zhong)抢挖优秀校长和教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi),对(dui)未经组织人事部门和教(jiao)(jiao)(jiao)(jiao)育行政部门同意,恶意从县(xian)中(zhong)(zhong)学(xue)校抢挖人才的,停止学(xue)校各类评优评先资格(ge)。实(shi)施中(zhong)(zhong)西部欠发达地(di)区(qu)优秀教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)定(ding)(ding)(ding)向(xiang)培养(yang)计划。适当提(ti)高(gao)中(zhong)(zhong)小学(xue)中(zhong)(zhong)级(ji)、高(gao)级(ji)教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)岗(gang)位比例,中(zhong)(zhong)高(gao)级(ji)教(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)岗(gang)位设置(zhi)适当向(xiang)县(xian)中(zhong)(zhong)倾(qing)斜,合理核定(ding)(ding)(ding)县(xian)中(zhong)(zhong)绩效(xiao)工资总量,绩效(xiao)工资内部分(fen)配向(xiang)优秀人才倾(qing)斜。
(十)提(ti)高县(xian)(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)能(neng)力(li)素质(zhi)。加(jia)强(qiang)师(shi)(shi)(shi)(shi)德(de)师(shi)(shi)(shi)(shi)风建设,切实增强(qiang)县(xian)(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)书育人的使(shi)命(ming)感和责任感。加(jia)大(da)县(xian)(xian)(xian)中(zhong)(zhong)校(xiao)(xiao)长和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)培(pei)(pei)(pei)(pei)训(xun)力(li)度,教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育部组织(zhi)开(kai)展县(xian)(xian)(xian)中(zhong)(zhong)校(xiao)(xiao)长和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)骨干示范(fan)培(pei)(pei)(pei)(pei)训(xun),省级(ji)组织(zhi)县(xian)(xian)(xian)中(zhong)(zhong)校(xiao)(xiao)长和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)全员培(pei)(pei)(pei)(pei)训(xun)。要将普(pu)(pu)通(tong)高中(zhong)(zhong)新(xin)(xin)课程新(xin)(xin)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材(cai)实施和高考(kao)综合改革重(zhong)点任务(wu)以(yi)及新(xin)(xin)方法新(xin)(xin)技术应(ying)(ying)用作(zuo)为(wei)培(pei)(pei)(pei)(pei)训(xun)重(zhong)要内容,注重(zhong)加(jia)强(qiang)政策解读(du)和案例教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue),大(da)力(li)实施优秀教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)成(cheng)果推广(guang)应(ying)(ying)用计划,不(bu)断(duan)提(ti)高校(xiao)(xiao)长办学(xue)(xue)(xue)治校(xiao)(xiao)能(neng)力(li)和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)水平。地方各级(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)研部门要配齐(qi)普(pu)(pu)通(tong)高中(zhong)(zhong)各学(xue)(xue)(xue)科专(zhuan)职教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)研员,主动深入县(xian)(xian)(xian)中(zhong)(zhong)学(xue)(xue)(xue)校(xiao)(xiao),有(you)针对(dui)性地加(jia)强(qiang)对(dui)县(xian)(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)工作(zuo)的研究与(yu)(yu)指导,为(wei)促(cu)进县(xian)(xian)(xian)中(zhong)(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)专(zhuan)业成(cheng)长和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)(xue)改革提(ti)供有(you)力(li)支(zhi)撑与(yu)(yu)服(fu)务(wu)。
(十一(yi))实(shi)施县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)(tuo)(tuo)管(guan)(guan)帮扶(fu)(fu)(fu)工程。通(tong)过(guo)国(guo)家(jia)引导、地(di)(di)方支持(chi)(chi)、双向(xiang)(xiang)选择的(de)(de)方式(shi),开(kai)(kai)展(zhan)(zhan)多种形(xing)式(shi)的(de)(de)县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)(tuo)(tuo)管(guan)(guan)帮扶(fu)(fu)(fu)工作(zuo)(zuo)(zuo),努力使每个(ge)教(jiao)(jiao)育基(ji)础(chu)薄(bo)弱(ruo)县(xian)(xian)都得到支持(chi)(chi),加快整体提升(sheng)县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)办(ban)学(xue)(xue)水平。教(jiao)(jiao)育部(bu)(bu)依托(tuo)(tuo)(tuo)举办(ban)附属中(zhong)(zhong)(zhong)(zhong)学(xue)(xue)的(de)(de)部(bu)(bu)属高(gao)(gao)校(xiao),面(mian)(mian)向(xiang)(xiang)100个(ge)县(xian)(xian)托(tuo)(tuo)(tuo)管(guan)(guan)100所(suo)县(xian)(xian)中(zhong)(zhong)(zhong)(zhong),发挥示范引领作(zuo)(zuo)(zuo)用(yong)(yong);按照(zhao)对口(kou)支援(yuan)关(guan)(guan)(guan)系,组(zu)织东部(bu)(bu)发达地(di)(di)区(qu)省(sheng)份,面(mian)(mian)向(xiang)(xiang)西部(bu)(bu)10省(sheng)160个(ge)国(guo)家(jia)乡村振兴重点帮扶(fu)(fu)(fu)县(xian)(xian)开(kai)(kai)展(zhan)(zhan)组(zu)团式(shi)对口(kou)帮扶(fu)(fu)(fu)。各(ge)省(sheng)(区(qu)、市)要组(zu)织有条件的(de)(de)地(di)(di)方高(gao)(gao)校(xiao)开(kai)(kai)展(zhan)(zhan)县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)(tuo)(tuo)管(guan)(guan)帮扶(fu)(fu)(fu)工作(zuo)(zuo)(zuo)。有关(guan)(guan)(guan)高(gao)(gao)校(xiao)和(he)地(di)(di)方要协商(shang)制定县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)托(tuo)(tuo)(tuo)管(guan)(guan)帮扶(fu)(fu)(fu)工作(zuo)(zuo)(zuo)实(shi)施方案,充分发挥托(tuo)(tuo)(tuo)管(guan)(guan)高(gao)(gao)校(xiao)在县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)校(xiao)长(zhang)选配、教(jiao)(jiao)师(shi)招聘、师(shi)资(zi)培训和(he)教(jiao)(jiao)学(xue)(xue)管(guan)(guan)理等方面(mian)(mian)的(de)(de)重要作(zuo)(zuo)(zuo)用(yong)(yong),地(di)(di)方政(zheng)(zheng)府应给予(yu)积极支持(chi)(chi)和(he)相应保障(zhang);托(tuo)(tuo)(tuo)管(guan)(guan)高(gao)(gao)校(xiao)要坚持(chi)(chi)教(jiao)(jiao)育公(gong)益性(xing)原则,不(bu)得收取(qu)“品牌费(fei)”,地(di)(di)方政(zheng)(zheng)府可给予(yu)托(tuo)(tuo)(tuo)管(guan)(guan)高(gao)(gao)校(xiao)一(yi)定管(guan)(guan)理费(fei),用(yong)(yong)于托(tuo)(tuo)(tuo)管(guan)(guan)工作(zuo)(zuo)(zuo)有关(guan)(guan)(guan)支出。地(di)(di)市级教(jiao)(jiao)育行政(zheng)(zheng)部(bu)(bu)门(men)要积极组(zu)织区(qu)域内优质普(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)与薄(bo)弱(ruo)县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)开(kai)(kai)展(zhan)(zhan)联合(he)办(ban)学(xue)(xue)、对口(kou)支援(yuan),每所(suo)优质普(pu)通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)(zhong)至少托(tuo)(tuo)(tuo)管(guan)(guan)帮扶(fu)(fu)(fu)1所(suo)薄(bo)弱(ruo)县(xian)(xian)中(zhong)(zhong)(zhong)(zhong)。按照(zhao)国(guo)家(jia)有关(guan)(guan)(guan)规定,对在托(tuo)(tuo)(tuo)管(guan)(guan)帮扶(fu)(fu)(fu)工作(zuo)(zuo)(zuo)中(zhong)(zhong)(zhong)(zhong)表现(xian)突出的(de)(de)学(xue)(xue)校(xiao)、团队和(he)个(ge)人给予(yu)表彰奖励。
(十二)实施(shi)县(xian)(xian)(xian)中(zhong)(zhong)(zhong)标(biao)(biao)准(zhun)化(hua)建(jian)设(she)(she)工程。国家修订普(pu)(pu)通(tong)(tong)(tong)中(zhong)(zhong)(zhong)小学(xue)(xue)校(xiao)(xiao)建(jian)设(she)(she)标(biao)(biao)准(zhun),完(wan)善(shan)(shan)普(pu)(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)学(xue)(xue)校(xiao)(xiao)建(jian)设(she)(she)要求,更好适应高(gao)考综合改(gai)(gai)革和(he)(he)普(pu)(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)育人(ren)方式改(gai)(gai)革需(xu)要。继续实施(shi)改(gai)(gai)善(shan)(shan)普(pu)(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)学(xue)(xue)校(xiao)(xiao)办(ban)学(xue)(xue)条(tiao)件项(xiang)目,重点支持改(gai)(gai)善(shan)(shan)县(xian)(xian)(xian)中(zhong)(zhong)(zhong)基本办(ban)学(xue)(xue)条(tiao)件。各省(sheng)(区、市(shi))要指导市(shi)县(xian)(xian)(xian)“一(yi)校(xiao)(xiao)一(yi)案”制订本地县(xian)(xian)(xian)中(zhong)(zhong)(zhong)标(biao)(biao)准(zhun)化(hua)建(jian)设(she)(she)工程实施(shi)方案,明确(que)时(shi)间表(biao)和(he)(he)路线(xian)图,切实加大地方财政投入,确(que)保(bao)如期完(wan)成县(xian)(xian)(xian)中(zhong)(zhong)(zhong)标(biao)(biao)准(zhun)化(hua)建(jian)设(she)(she)。原则上(shang)常住(zhu)人(ren)口5万人(ren)以上(shang)或初中(zhong)(zhong)(zhong)毕业生2000人(ren)以上(shang)的县(xian)(xian)(xian),应建(jian)设(she)(she)1所普(pu)(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)(zhong)。要严格学(xue)(xue)校(xiao)(xiao)建(jian)设(she)(she)经费管理,严禁超标(biao)(biao)建(jian)设(she)(she)豪华学(xue)(xue)校(xiao)(xiao)。实现县(xian)(xian)(xian)中(zhong)(zhong)(zhong)网络联接全覆盖,完(wan)善(shan)(shan)线(xian)上(shang)教育教学(xue)(xue)资(zi)源(yuan)(yuan)建(jian)设(she)(she)与应用保(bao)障体系,加快提升县(xian)(xian)(xian)中(zhong)(zhong)(zhong)教育信息(xi)化(hua)水(shui)平,更好促进优质(zhi)教育资(zi)源(yuan)(yuan)共享(xiang)。
(十(shi)三(san))消(xiao)除大班(ban)(ban)(ban)额(e)(e)和有效控制大规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)学(xue)校(xiao)。各(ge)地(di)要(yao)加大消(xiao)除普通高中(zhong)大班(ban)(ban)(ban)额(e)(e)专项(xiang)规(gui)(gui)(gui)(gui)(gui)划实(shi)施力度(du),全面(mian)消(xiao)除56人(ren)及以上大班(ban)(ban)(ban)额(e)(e)。对现(xian)有的大规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)学(xue)校(xiao),各(ge)省(区、市)要(yao)结合实(shi)际制订规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)压减实(shi)施方案,积(ji)极稳妥化解大规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)学(xue)校(xiao),并随着办学(xue)规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)调整,优(you)化校(xiao)舍资源配(pei)置和功能结构(gou),有效改善教学(xue)条件和学(xue)生学(xue)习生活(huo)环(huan)境;严禁随意撤并县(xian)中(zhong),防止出现(xian)新的大规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)学(xue)校(xiao)。普通高中(zhong)新入学(xue)年(nian)级班(ban)(ban)(ban)额(e)(e)不得超(chao)过(guo)55人(ren),新建普通高中(zhong)学(xue)校(xiao)规(gui)(gui)(gui)(gui)(gui)模(mo)(mo)不得超(chao)过(guo)3000人(ren)。
(十四)提高(gao)县中(zhong)(zhong)经(jing)(jing)费(fei)投(tou)(tou)入水(shui)平(ping)。各(ge)(ge)地要进一步加大普通高(gao)中(zhong)(zhong)教育投(tou)(tou)入力度,并向县中(zhong)(zhong)倾斜。各(ge)(ge)省(区、市)要科学(xue)核定(ding)普通高(gao)中(zhong)(zhong)办学(xue)成本,适应经(jing)(jing)济(ji)(ji)社会(hui)发展水(shui)平(ping),建立完善生(sheng)(sheng)均公用经(jing)(jing)费(fei)标准和学(xue)费(fei)标准定(ding)期动态调整机制,适时提高(gao)普通高(gao)中(zhong)(zhong)生(sheng)(sheng)均公用经(jing)(jing)费(fei)水(shui)平(ping),省、市两级要加大对欠发达县区经(jing)(jing)费(fei)投(tou)(tou)入,确保(bao)县中(zhong)(zhong)生(sheng)(sheng)均公用经(jing)(jing)费(fei)足额(e)拨付(fu)到(dao)校。继续实施好国(guo)家助学(xue)金和免(mian)学(xue)杂费(fei)政(zheng)策,确保(bao)家庭经(jing)(jing)济(ji)(ji)困难学(xue)生(sheng)(sheng)顺利完成学(xue)业。
四、组织领导
(十五)坚(jian)持党的(de)(de)(de)全面领导(dao)。各(ge)地(di)(di)要高(gao)(gao)度重视县(xian)中(zhong)(zhong)发(fa)展提(ti)(ti)升(sheng)工(gong)作(zuo),在党委和(he)(he)政府(fu)领导(dao)下,把县(xian)中(zhong)(zhong)发(fa)展提(ti)(ti)升(sheng)工(gong)作(zuo)作(zuo)为推进区(qu)域教育现代化(hua)的(de)(de)(de)重大举措(cuo),纳入重要议事(shi)日程,认真研究制定本地(di)(di)县(xian)中(zhong)(zhong)发(fa)展提(ti)(ti)升(sheng)行动(dong)计(ji)划,积(ji)极推动(dong)解决县(xian)中(zhong)(zhong)发(fa)展提(ti)(ti)升(sheng)面临(lin)的(de)(de)(de)突出问题。完(wan)善普通高(gao)(gao)中(zhong)(zhong)办学(xue)(xue)(xue)管理体制,加强省级统(tong)筹,强化(hua)地(di)(di)市(shi)和(he)(he)县(xian)两级办学(xue)(xue)(xue)主体责任,鼓励(li)各(ge)地(di)(di)探索建立以地(di)(di)市(shi)为主的(de)(de)(de)办学(xue)(xue)(xue)管理体制,促(cu)进市(shi)域普通高(gao)(gao)中(zhong)(zhong)教育整体协调发(fa)展。各(ge)地(di)(di)要树立正确政绩观,不(bu)得给县(xian)中(zhong)(zhong)下达升(sheng)学(xue)(xue)(xue)指(zhi)标或(huo)单(dan)纯(chun)以高(gao)(gao)考升(sheng)学(xue)(xue)(xue)率考核(he)评价学(xue)(xue)(xue)校和(he)(he)校长、教师。要加强县(xian)中(zhong)(zhong)党的(de)(de)(de)工(gong)作(zuo),选优配强党组织书记和(he)(he)校长,充分调动(dong)和(he)(he)发(fa)挥教师的(de)(de)(de)积(ji)极性创造(zao)性,为加快县(xian)中(zhong)(zhong)发(fa)展提(ti)(ti)升(sheng)提(ti)(ti)供坚(jian)强的(de)(de)(de)政治保证和(he)(he)人才保障。
(十六)明确部(bu)(bu)门职责分工。教(jiao)育(yu)部(bu)(bu)门要(yao)(yao)加(jia)强沟通(tong)协调,会(hui)同有关(guan)部(bu)(bu)门推动落实好各项(xiang)任务举措,加(jia)强对县(xian)中(zhong)教(jiao)育(yu)教(jiao)学改革的指导。各有关(guan)部(bu)(bu)门把县(xian)中(zhong)发展(zhan)纳入(ru)县(xian)域(yu)经济社会(hui)发展(zhan)相关(guan)规划,支持(chi)开展(zhan)教(jiao)育(yu)基础薄(bo)弱县(xian)普(pu)通(tong)高中(zhong)学校建(jian)设(she)。财政部(bu)(bu)门要(yao)(yao)健全普(pu)通(tong)高中(zhong)教(jiao)育(yu)经费(fei)投入(ru)机制。人(ren)力(li)资源(yuan)(yuan)社会(hui)保(bao)障部(bu)(bu)门要(yao)(yao)支持(chi)县(xian)中(zhong)及时补充(chong)教(jiao)师,完(wan)善县(xian)中(zhong)教(jiao)师待遇保(bao)障和激励机制。自然资源(yuan)(yuan)部(bu)(bu)门要(yao)(yao)坚持(chi)节约集约原则,合理保(bao)障县(xian)中(zhong)学校建(jian)设(she)用(yong)地需求。住房和城乡建(jian)设(she)等部(bu)(bu)门要(yao)(yao)会(hui)同教(jiao)育(yu)部(bu)(bu)门修订完(wan)善普(pu)通(tong)中(zhong)小学校建(jian)设(she)标(biao)准(zhun)。
(十七)强化督导(dao)(dao)考核(he)评(ping)(ping)价(jia)。国务院教(jiao)育督导(dao)(dao)委员会办公室把县(xian)中发(fa)(fa)展(zhan)提升(sheng)情(qing)况(kuang)(kuang)(kuang)作(zuo)为对(dui)省(sheng)级人民政府履行(xing)教(jiao)育职责督导(dao)(dao)评(ping)(ping)价(jia)的重要内容,重点(dian)检(jian)查普通(tong)高中招生管(guan)理、县(xian)中教(jiao)师配备(bei)、生均公用经费保障、学(xue)校(xiao)标准(zhun)化建设、化解大班额(e)和大规(gui)模学(xue)校(xiao)、办学(xue)质量提高等方面情(qing)况(kuang)(kuang)(kuang)。省(sheng)级教(jiao)育督导(dao)(dao)部门要把县(xian)中发(fa)(fa)展(zhan)提升(sheng)情(qing)况(kuang)(kuang)(kuang)作(zuo)为评(ping)(ping)价(jia)市级和县(xian)级人民政府履行(xing)教(jiao)育职责的重要内容,建立县(xian)中发(fa)(fa)展(zhan)提升(sheng)情(qing)况(kuang)(kuang)(kuang)跟踪督导(dao)(dao)机制,对(dui)督导(dao)(dao)发(fa)(fa)现的问(wen)题要限期整(zheng)改、强化问(wen)责。国家开展(zhan)普通(tong)高中教(jiao)育质量监测(ce)试(shi)点(dian)工作(zuo),定(ding)期发(fa)(fa)布监测(ce)报告。
(十八)大力营(ying)(ying)造(zao)良好环境。各地(di)要坚持正(zheng)确的(de)舆论导向,加大对(dui)县中发(fa)展提升工作的(de)宣传(chuan)力度。要通过广播(bo)电(dian)视、报纸(zhi)以及(ji)(ji)新兴媒体,深入宣传(chuan)党(dang)的(de)教育方针,推动树立素质教育观念,严禁炒(chao)作高考(kao)升学率和(he)高考(kao)状(zhuang)元。要及(ji)(ji)时总结(jie)宣传(chuan)县中发(fa)展提升的(de)典(dian)型经验和(he)有益做法,大力营(ying)(ying)造(zao)县中持续(xu)健康协调发(fa)展的(de)良好氛围。
