高质量教(jiao)(jiao)师(shi)是高质量教(jiao)(jiao)育(yu)发(fa)展(zhan)的中(zhong)(zhong)坚力(li)(li)量。为(wei)贯(guan)彻落实《中(zhong)(zhong)共(gong)中(zhong)(zhong)央国务院关于全(quan)面深化新(xin)时(shi)代(dai)教(jiao)(jiao)师(shi)队(dui)伍建(jian)设改革的意见》,按照(zhao)《中(zhong)(zhong)华人民共(gong)和国国民经济和社(she)会发(fa)展(zhan)第十四(si)个五年规(gui)划(hua)和2035年远景目(mu)标纲要》要求,着力(li)(li)推动教(jiao)(jiao)师(shi)教(jiao)(jiao)育(yu)振兴发(fa)展(zhan),努(nu)力(li)(li)造就新(xin)时(shi)代(dai)高素质专业化创新(xin)型中(zhong)(zhong)小学(含幼儿园、特殊教(jiao)(jiao)育(yu),下同(tong))教(jiao)(jiao)师(shi)队(dui)伍,为(wei)加快实现基础教(jiao)(jiao)育(yu)现代(dai)化提供强有力(li)(li)的师(shi)资保障,制定本(ben)计划(hua)。

一、总体要求

(一)指导(dao)思(si)想。以(yi)(yi)习(xi)近平新时代(dai)中(zhong)国(guo)特色社会(hui)(hui)主(zhu)义思(si)想为(wei)指导(dao),贯(guan)彻(che)党(dang)的(de)十九(jiu)大和十九(jiu)届历次全(quan)会(hui)(hui)精神(shen),全(quan)面贯(guan)彻(che)党(dang)的(de)教(jiao)(jiao)(jiao)(jiao)育方针,坚持(chi)社会(hui)(hui)主(zhu)义办学方向(xiang),落实(shi)立德(de)树人根本(ben)任务,坚持(chi)培(pei)育和践(jian)行社会(hui)(hui)主(zhu)义核心价(jia)值观,坚持(chi)把(ba)教(jiao)(jiao)(jiao)(jiao)师(shi)队伍(wu)建设(she)作为(wei)基础(chu)工(gong)作来(lai)抓,加快(kuai)构(gou)建教(jiao)(jiao)(jiao)(jiao)师(shi)思(si)想政治建设(she)、师(shi)德(de)师(shi)风(feng)建设(she)、业务能力(li)建设(she)相互促(cu)进的(de)教(jiao)(jiao)(jiao)(jiao)师(shi)队伍(wu)建设(she)新格局。遵循教(jiao)(jiao)(jiao)(jiao)师(shi)成(cheng)长发展规律,以(yi)(yi)高(gao)素质(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)师(shi)人才培(pei)养为(wei)引领,以(yi)(yi)高(gao)水平教(jiao)(jiao)(jiao)(jiao)师(shi)教(jiao)(jiao)(jiao)(jiao)育体(ti)系建设(she)为(wei)支撑,以(yi)(yi)提(ti)(ti)升教(jiao)(jiao)(jiao)(jiao)师(shi)思(si)想政治素质(zhi)(zhi)、师(shi)德(de)师(shi)风(feng)水平和教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)学能力(li)为(wei)重点,筑基提(ti)(ti)质(zhi)(zhi)、补短扶弱、做优建强、全(quan)面提(ti)(ti)高(gao)教(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)养培(pei)训质(zhi)(zhi)量(liang),整体(ti)提(ti)(ti)升中(zhong)小学教(jiao)(jiao)(jiao)(jiao)师(shi)队伍(wu)教(jiao)(jiao)(jiao)(jiao)书(shu)育人能力(li)素质(zhi)(zhi),促(cu)进教(jiao)(jiao)(jiao)(jiao)师(shi)数量(liang)、素质(zhi)(zhi)、结构(gou)协调发展,为(wei)构(gou)建高(gao)质(zhi)(zhi)量(liang)教(jiao)(jiao)(jiao)(jiao)育体(ti)系奠定坚实(shi)的(de)师(shi)资基础(chu)。

(二)基本原则

——坚持(chi)师(shi)(shi)(shi)德(de)为先。把教(jiao)师(shi)(shi)(shi)思(si)想政(zheng)(zheng)治和(he)师(shi)(shi)(shi)德(de)师(shi)(shi)(shi)风建(jian)设放在首要位置,围(wei)绕(rao)落实立(li)德(de)树人根本任务,全面加强(qiang)中小学教(jiao)师(shi)(shi)(shi)思(si)想政(zheng)(zheng)治建(jian)设,提高教(jiao)师(shi)(shi)(shi)的政(zheng)(zheng)治意识、政(zheng)(zheng)治能力(li),严格落实师(shi)(shi)(shi)德(de)师(shi)(shi)(shi)风第一标准,突出(chu)全方(fang)位全过程师(shi)(shi)(shi)德(de)养成(cheng),推动(dong)教(jiao)师(shi)(shi)(shi)以(yi)德(de)施教(jiao)、以(yi)德(de)立(li)身。

——坚持(chi)质(zhi)量为重。服务教(jiao)育高(gao)质(zhi)量发(fa)展(zhan)要(yao)求,加(jia)强高(gao)质(zhi)量教(jiao)师(shi)队伍建设(she),推动地方政府、学校、社会各方深度参与教(jiao)师(shi)教(jiao)育,强化(hua)师(shi)范(fan)院校在教(jiao)师(shi)教(jiao)育体(ti)系中的主体(ti)地位(wei),推进职(zhi)前培养和职(zhi)后(hou)培训一体(ti)化(hua),创新师(shi)范(fan)生教(jiao)育实践和教(jiao)师(shi)专业(ye)发(fa)展(zhan)机制模(mo)式(shi),提升教(jiao)师(shi)培养培训质(zhi)量。

——坚(jian)持突(tu)出重点。按照乡村振兴重大(da)战略部(bu)署和振兴教师教育有(you)关要(yao)求(qiu),立足(zu)重点区(qu)域(yu)和人才(cai)紧缺(que)需求(qiu),适应区(qu)域(yu)、学段、学科(ke)等发(fa)展(zhan)需要(yao),加强(qiang)东西(xi)部(bu)协作、对(dui)口支援等,加大(da)中(zhong)西(xi)部(bu)欠发(fa)达(da)地区(qu)师范(fan)院校(xiao)、教师发(fa)展(zhan)机构建设和高素(su)质教师培(pei)养培(pei)训力度,增加紧缺(que)薄弱领域(yu)师资培(pei)养供(gong)给。

——坚(jian)持强(qiang)化(hua)保障。中央(yang)带动(dong)、分级实施,鼓(gu)励支持各地创新教师(shi)编制(zhi)、职(zhi)称(cheng)、考核评价、待遇保障等方面举措(cuo),深(shen)化(hua)中小(xiao)学教师(shi)队伍建设综(zong)(zong)合(he)改革,提高(gao)教师(shi)教育基础(chu)能力建设水平,统筹规划(hua)、以点带面、辐射(she)引领、整体发展(zhan),形成综(zong)(zong)合(he)保障体系。

(三)目标任务。到2025年,建成(cheng)一(yi)(yi)批(pi)国(guo)家师(shi)(shi)范教(jiao)(jiao)育基地,形成(cheng)一(yi)(yi)批(pi)可复(fu)制可推广的教(jiao)(jiao)师(shi)(shi)队(dui)伍建设改革经(jing)验,培(pei)(pei)养(yang)一(yi)(yi)批(pi)硕士层次中(zhong)小(xiao)学教(jiao)(jiao)师(shi)(shi)和教(jiao)(jiao)育领军人才。完善部(bu)属师(shi)(shi)范大学示范、地方师(shi)(shi)范院校为主体(ti)的农村教(jiao)(jiao)师(shi)(shi)培(pei)(pei)养(yang)支持服(fu)务体(ti)系,为中(zhong)西部(bu)欠(qian)发(fa)(fa)达(da)地区定向培(pei)(pei)养(yang)一(yi)(yi)批(pi)优(you)秀中(zhong)小(xiao)学教(jiao)(jiao)师(shi)(shi)。师(shi)(shi)范生生源质量稳(wen)步提高(gao),欠(qian)发(fa)(fa)达(da)地区中(zhong)小(xiao)学教(jiao)(jiao)师(shi)(shi)紧缺情况逐渐缓解,教(jiao)(jiao)师(shi)(shi)培(pei)(pei)训实现专业(ye)化(hua)、标准化(hua),教(jiao)(jiao)师(shi)(shi)发(fa)(fa)展(zhan)保障有力,教(jiao)(jiao)师(shi)(shi)队(dui)伍管理服(fu)务水平显著提升。

到2035年(nian)(nian),适应(ying)教(jiao)(jiao)育(yu)现代化和建(jian)成(cheng)教(jiao)(jiao)育(yu)强国要求,构(gou)建(jian)开放、协同、联动的高水平教(jiao)(jiao)师(shi)教(jiao)(jiao)育(yu)体(ti)(ti)系,建(jian)立(li)完善的教(jiao)(jiao)师(shi)专业发展机制,形成(cheng)招生、培(pei)养、就业、发展一(yi)体(ti)(ti)化的教(jiao)(jiao)师(shi)人(ren)才(cai)造就模式,教(jiao)(jiao)师(shi)数量和质(zhi)量基本满足基础教(jiao)(jiao)育(yu)发展需求,教(jiao)(jiao)师(shi)队伍区域分布、学(xue)(xue)段(duan)分布、学(xue)(xue)历水平、学(xue)(xue)缘结构(gou)、年(nian)(nian)龄结构(gou)趋于合理,教(jiao)(jiao)师(shi)思想政治素质(zhi)、师(shi)德(de)修(xiu)养、教(jiao)(jiao)育(yu)教(jiao)(jiao)学(xue)(xue)能力和信息技(ji)术应(ying)用能力建(jian)设显(xian)(xian)著加强,教(jiao)(jiao)师(shi)队伍整体(ti)(ti)素质(zhi)和教(jiao)(jiao)育(yu)教(jiao)(jiao)学(xue)(xue)水平明显(xian)(xian)提升,尊师(shi)重(zhong)教(jiao)(jiao)蔚然成(cheng)风。

二、具体措施

(一)提升教(jiao)(jiao)师(shi)(shi)(shi)(shi)思(si)想政(zheng)治素质。全面加(jia)强(qiang)中(zhong)小(xiao)(xiao)学(xue)教(jiao)(jiao)师(shi)(shi)(shi)(shi)思(si)想政(zheng)治建设(she),落(luo)实(shi)(shi)意识(shi)形态工作(zuo)(zuo)(zuo)责任(ren)制。坚(jian)(jian)(jian)持(chi)教(jiao)(jiao)育(yu)(yu)者先受教(jiao)(jiao)育(yu)(yu),将习(xi)(xi)(xi)近平新时(shi)代中(zhong)国特(te)色社会主(zhu)义思(si)想融入(ru)教(jiao)(jiao)师(shi)(shi)(shi)(shi)培养培训课(ke)程,将习(xi)(xi)(xi)近平总书记关于教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)重要论述作(zuo)(zuo)(zuo)为首要必修(xiu)课(ke)程,开展常态化(hua)的(de)(de)(de)学(xue)习(xi)(xi)(xi)教(jiao)(jiao)育(yu)(yu),引导(dao)(dao)(dao)广大教(jiao)(jiao)师(shi)(shi)(shi)(shi)深(shen)刻领会“两(liang)个(ge)确立(li)”的(de)(de)(de)决定性(xing)意义,增强(qiang)“四(si)个(ge)意识(shi)”、坚(jian)(jian)(jian)定“四(si)个(ge)自(zi)信”、做到“两(liang)个(ge)维护”,坚(jian)(jian)(jian)持(chi)“四(si)个(ge)相统一”,争做“四(si)有”好(hao)(hao)老师(shi)(shi)(shi)(shi),当好(hao)(hao)“四(si)个(ge)引路人”。深(shen)入(ru)贯彻(che)落(luo)实(shi)(shi)《新时(shi)代公民(min)道德建设(she)实(shi)(shi)施纲要》《新时(shi)代爱国主(zhu)义教(jiao)(jiao)育(yu)(yu)实(shi)(shi)施纲要》,大力开展“四(si)史(shi)”特(te)别是党(dang)(dang)史(shi)学(xue)习(xi)(xi)(xi)教(jiao)(jiao)育(yu)(yu),精选体(ti)现正确价值导(dao)(dao)(dao)向(xiang)的(de)(de)(de)优(you)秀(xiu)文学(xue)艺术、影视作(zuo)(zuo)(zuo)品(pin),组(zu)织(zhi)(zhi)和(he)引导(dao)(dao)(dao)师(shi)(shi)(shi)(shi)范(fan)(fan)生、教(jiao)(jiao)师(shi)(shi)(shi)(shi)阅(yue)读观(guan)看,加(jia)强(qiang)价值引领,加(jia)强(qiang)铸牢中(zhong)华民(min)族共同体(ti)意识(shi)教(jiao)(jiao)育(yu)(yu),引导(dao)(dao)(dao)广大师(shi)(shi)(shi)(shi)范(fan)(fan)生、教(jiao)(jiao)师(shi)(shi)(shi)(shi)树(shu)立(li)和(he)坚(jian)(jian)(jian)持(chi)正确的(de)(de)(de)国家观(guan)、历史(shi)观(guan)、民(min)族观(guan)、文化(hua)观(guan)、宗教(jiao)(jiao)观(guan)。强(qiang)化(hua)师(shi)(shi)(shi)(shi)范(fan)(fan)毕业(ye)生思(si)想政(zheng)治考察,健全标准、程序(xu),把好(hao)(hao)第一道关口。加(jia)强(qiang)教(jiao)(jiao)师(shi)(shi)(shi)(shi)教(jiao)(jiao)育(yu)(yu)院校、中(zhong)小(xiao)(xiao)学(xue)党(dang)(dang)组(zu)织(zhi)(zhi)、团组(zu)织(zhi)(zhi)建设(she),做好(hao)(hao)在优(you)秀(xiu)师(shi)(shi)(shi)(shi)范(fan)(fan)生、中(zhong)小(xiao)(xiao)学(xue)教(jiao)(jiao)师(shi)(shi)(shi)(shi)中(zhong)发展党(dang)(dang)员(yuan)、团员(yuan)工作(zuo)(zuo)(zuo)。

(二)加强和(he)(he)改进(jin)(jin)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)风(feng)(feng)建设。常(chang)态化推进(jin)(jin)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)培(pei)(pei)育涵养(yang),将各类师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)规范(fan)(fan)纳入新教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)岗前培(pei)(pei)训(xun)和(he)(he)在职(zhi)教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)全(quan)员培(pei)(pei)训(xun)必修内容(rong)。创新师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)教(jiao)(jiao)(jiao)育方(fang)式(shi),通(tong)过榜样引领(ling)、情景体验、实(shi)(shi)践(jian)教(jiao)(jiao)(jiao)育、师(shi)(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)(sheng)互动等形式(shi),激发教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)涵养(yang)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)的内生(sheng)(sheng)动力(li)。将师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)风(feng)(feng)建设贯穿教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)管理全(quan)过程(cheng),在资(zi)格(ge)认定、教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)招聘、职(zhi)称评审、岗位聘用(yong)、年度(du)(du)考核、推优评先(xian)、表(biao)(biao)彰奖励(li)等工作中(zhong)严(yan)格(ge)落实(shi)(shi)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)风(feng)(feng)第一标准(zhun)。完(wan)善教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)荣(rong)誉表(biao)(biao)彰制(zhi)度(du)(du),加大优秀教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)典(dian)型(xing)表(biao)(biao)彰宣传力(li)度(du)(du)。深(shen)入落实(shi)(shi)新时代幼(you)儿园、中(zhong)小(xiao)学(xue)教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)职(zhi)业行为(wei)(wei)十项(xiang)准(zhun)则(ze)和(he)(he)幼(you)儿园、中(zhong)小(xiao)学(xue)教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)违(wei)(wei)反职(zhi)业道德(de)(de)(de)(de)行为(wei)(wei)处(chu)(chu)理办法(fa),严(yan)肃查处(chu)(chu)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)失(shi)范(fan)(fan)行为(wei)(wei),加大师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)失(shi)范(fan)(fan)行为(wei)(wei)通(tong)报(bao)警(jing)示力(li)度(du)(du),持续(xu)开展违(wei)(wei)反教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)职(zhi)业行为(wei)(wei)十项(xiang)准(zhun)则(ze)典(dian)型(xing)案例通(tong)报(bao)。指导各地各校开展师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)警(jing)示教(jiao)(jiao)(jiao)育,德(de)(de)(de)(de)法(fa)并(bing)举,提高警(jing)示教(jiao)(jiao)(jiao)育实(shi)(shi)效性。提升全(quan)体教(jiao)(jiao)(jiao)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)法(fa)治(zhi)素(su)养(yang)。推进(jin)(jin)实(shi)(shi)施教(jiao)(jiao)(jiao)职(zhi)员工准(zhun)入查询(xun)制(zhi)度(du)(du)。推进(jin)(jin)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)风(feng)(feng)基地建设,推动师(shi)(shi)(shi)(shi)(shi)(shi)(shi)德(de)(de)(de)(de)师(shi)(shi)(shi)(shi)(shi)(shi)(shi)风(feng)(feng)建设模(mo)式(shi)探索、方(fang)法(fa)创新,发挥引领(ling)示范(fan)(fan)作用(yong)。

(三)建(jian)(jian)设(she)国(guo)家师(shi)(shi)(shi)范(fan)教(jiao)(jiao)育(yu)基地(di)(di)。重(zhong)点支(zhi)(zhi)持(chi)建(jian)(jian)设(she)一批(pi)国(guo)家师(shi)(shi)(shi)范(fan)教(jiao)(jiao)育(yu)基地(di)(di),构建(jian)(jian)师(shi)(shi)(shi)范(fan)院校(xiao)为(wei)主(zhu)体(ti)、高水(shui)平综(zong)合(he)大(da)学参与(yu)、教(jiao)(jiao)师(shi)(shi)(shi)发展机构为(wei)纽带、优质中小学为(wei)实践基地(di)(di)的开放、协同、联(lian)动的现代(dai)教(jiao)(jiao)师(shi)(shi)(shi)教(jiao)(jiao)育(yu)体(ti)系。基地(di)(di)建(jian)(jian)设(she)重(zhong)在加强师(shi)(shi)(shi)范(fan)生专业能力发展中心建(jian)(jian)设(she)和师(shi)(shi)(shi)范(fan)专业建(jian)(jian)设(she),深化教(jiao)(jiao)师(shi)(shi)(shi)教(jiao)(jiao)育(yu)改革,推进(jin)教(jiao)(jiao)师(shi)(shi)(shi)教(jiao)(jiao)育(yu)信(xin)息化建(jian)(jian)设(she)与(yu)应(ying)用。加大(da)在教(jiao)(jiao)育(yu)硕(shuo)士(shi)、教(jiao)(jiao)育(yu)博士(shi)授予单位及授权(quan)点方面对师(shi)(shi)(shi)范(fan)院校(xiao)的引导(dao)支(zhi)(zhi)持(chi)力度,支(zhi)(zhi)持(chi)高水(shui)平综(zong)合(he)大(da)学开展教(jiao)(jiao)师(shi)(shi)(shi)教(jiao)(jiao)育(yu),推动师(shi)(shi)(shi)范(fan)人才培养质量提升。

(四)开展(zhan)国家教(jiao)(jiao)(jiao)师(shi)队伍(wu)建设(she)改革试点。鼓励支持(chi)地方政(zheng)府统筹,相(xiang)关部门密切配(pei)合(he),高校、教(jiao)(jiao)(jiao)师(shi)发(fa)展(zhan)机构、中(zhong)小学等协(xie)同,开展(zhan)区(qu)域教(jiao)(jiao)(jiao)师(shi)队伍(wu)建设(she)改革试点,内(nei)容包括师(shi)范生培养(yang)、教(jiao)(jiao)(jiao)师(shi)专业发(fa)展(zhan)、教(jiao)(jiao)(jiao)师(shi)人事管(guan)理(li)制(zhi)度改革、教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)学研(yan)究与改革等。总结推(tui)广试点经验,加快构建现代教(jiao)(jiao)(jiao)师(shi)队伍(wu)治理(li)体(ti)系(xi),提升教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)学水(shui)平。

(十(shi)四)加(jia)强教(jiao)(jiao)师(shi)(shi)(shi)(shi)工资待遇保障。加(jia)大经费保障力(li)度,切实解决(jue)拖(tuo)欠(qian)义务教(jiao)(jiao)育(yu)教(jiao)(jiao)师(shi)(shi)(shi)(shi)工资和(he)欠(qian)缴(jiao)社会保险(xian)费、职业年金、住房公积金等(deng)问题,全面落实义务教(jiao)(jiao)育(yu)教(jiao)(jiao)师(shi)(shi)(shi)(shi)平均工资收入水(shui)平不(bu)低于当地(di)(di)(di)公务员平均工资收入水(shui)平要求,落实好公办幼(you)(you)儿园(yuan)教(jiao)(jiao)师(shi)(shi)(shi)(shi)工资待遇政策,确(que)保及时(shi)足额发放,民办幼(you)(you)儿园(yuan)参照公办幼(you)(you)儿园(yuan)合理确(que)定教(jiao)(jiao)师(shi)(shi)(shi)(shi)工资收入水(shui)平。提高教(jiao)(jiao)龄津贴标准。各地(di)(di)(di)绩效(xiao)工资核(he)定要向(xiang)(xiang)乡村(cun)(cun)小规模学(xue)校、艰苦(ku)边(bian)远(yuan)地(di)(di)(di)区学(xue)校等(deng)倾(qing)斜,要完善中小学(xue)教(jiao)(jiao)师(shi)(shi)(shi)(shi)绩效(xiao)考核(he)办法,绩效(xiao)工资分配(pei)向(xiang)(xiang)班主任、教(jiao)(jiao)育(yu)教(jiao)(jiao)学(xue)效(xiao)果突出的一线(xian)教(jiao)(jiao)师(shi)(shi)(shi)(shi)、从事特殊教(jiao)(jiao)育(yu)随(sui)班就(jiu)读工作的教(jiao)(jiao)师(shi)(shi)(shi)(shi)倾(qing)斜。各地(di)(di)(di)要继续落实好乡村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)(shi)生(sheng)活补助政策,着力(li)提高乡村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)(shi)地(di)(di)(di)位待遇,形成“学(xue)校越边(bian)远(yuan)、条件越艰苦(ku)、从教(jiao)(jiao)时(shi)间(jian)越长(zhang)、教(jiao)(jiao)师(shi)(shi)(shi)(shi)待遇越高”的格局。

(十五)推(tui)(tui)(tui)进(jin)教师(shi)(shi)(shi)队伍建设信(xin)息(xi)化。建设师(shi)(shi)(shi)范生管(guan)理(li)信(xin)息(xi)系(xi)统,加(jia)快完(wan)善(shan)教师(shi)(shi)(shi)管(guan)理(li)信(xin)息(xi)系(xi)统和教师(shi)(shi)(shi)资(zi)格管(guan)理(li)信(xin)息(xi)系(xi)统,提升管(guan)理(li)服务支撑功能。完(wan)善(shan)国家教师(shi)(shi)(shi)管(guan)理(li)服务信(xin)息(xi)化平台,精(jing)准(zhun)到人,为教师(shi)(shi)(shi)队伍建设提供信(xin)息(xi)化决策(ce)和便捷化服务支撑。加(jia)强信(xin)息(xi)系(xi)统安全防护(hu),确保教师(shi)(shi)(shi)信(xin)息(xi)安全。深入实施人工(gong)(gong)(gong)智能助推(tui)(tui)(tui)教师(shi)(shi)(shi)队伍建设试点(dian)行动(dong),探索(suo)人工(gong)(gong)(gong)智能助推(tui)(tui)(tui)教师(shi)(shi)(shi)管(guan)理(li)优化、教师(shi)(shi)(shi)教育(yu)(yu)改革、教育(yu)(yu)教学方法创(chuang)新、教育(yu)(yu)精(jing)准(zhun)帮扶的新路径和新模式,总结(jie)试点(dian)经(jing)验,提炼(lian)创(chuang)新模式,逐步在全国推(tui)(tui)(tui)广使用,进(jin)一步挖掘和发挥教师(shi)(shi)(shi)在人工(gong)(gong)(gong)智能与教育(yu)(yu)融合中的作用。

三、实施保障

(一)组织(zhi)保障。建立(li)新时代(dai)基(ji)础教育强(qiang)师计划工作协调(diao)制度,推动发挥地方(fang)党(dang)委教育工作领导(dao)小组作用,各(ge)地及(ji)有关高校要(yao)建立(li)强(qiang)师工作专(zhuan)班,制定(ding)具(ju)体实(shi)施方(fang)案(an),切(qie)(qie)实(shi)加强(qiang)协调(diao)。要(yao)加强(qiang)宣(xuan)传引导(dao),深(shen)入细致地做好政(zheng)策宣(xuan)传解(jie)读工作,及(ji)时回应社会关切(qie)(qie)。各(ge)级(ji)教育督导(dao)部门要(yao)将实(shi)施情况纳入政(zheng)府(fu)履(lv)行教育职责评(ping)价内容,加强(qiang)督导(dao)检查并强(qiang)化督导(dao)结果运用。

(二)政(zheng)策保障。各地要满腔热(re)情关心教(jiao)(jiao)(jiao)师(shi)(shi),完善教(jiao)(jiao)(jiao)师(shi)(shi)评价制(zhi)度和标准,制(zhi)订出台当(dang)地教(jiao)(jiao)(jiao)师(shi)(shi)激励支持政(zheng)策,推进中(zhong)小学教(jiao)(jiao)(jiao)师(shi)(shi)减负,在(zai)全(quan)社会(hui)营造(zao)尊师(shi)(shi)重教(jiao)(jiao)(jiao)的良好风尚。要将依法依规(gui)落实(shi)(shi)教(jiao)(jiao)(jiao)师(shi)(shi)待遇保障作为底(di)线要求,支持服务教(jiao)(jiao)(jiao)师(shi)(shi)专(zhuan)业发展和终身成(cheng)长,确保各项政(zheng)策措施全(quan)面(mian)落实(shi)(shi)到位,真(zhen)正取得实(shi)(shi)效。

(三(san))经(jing)费(fei)(fei)保(bao)障(zhang)。中央和(he)地(di)方共同支(zhi)(zhi)持新时代基(ji)础(chu)教(jiao)育(yu)强师(shi)计(ji)划实(shi)施。各(ge)地(di)要优化支(zhi)(zhi)出结构,将教(jiao)师(shi)队伍建(jian)设作为教(jiao)育(yu)投入重(zhong)点予以优先保(bao)障(zhang),加大(da)对师(shi)范院校支(zhi)(zhi)持力度,适时提高(gao)师(shi)范专业(ye)生均拨款标准,重(zhong)点提升(sheng)教(jiao)师(shi)专业(ye)素质能力、提高(gao)教(jiao)师(shi)待(dai)遇保(bao)障(zhang)。严(yan)格落(luo)实(shi)经(jing)费(fei)(fei)监管制度,规(gui)范经(jing)费(fei)(fei)使(shi)用,确保(bao)资金使(shi)用效益。
